For example, if your drone weighs 1 pound and you have 4 propellers, each propeller would weigh .25 pounds. To balance your props, you would need to add .25 to the weight of each propeller (ie. 1.5).
Using unbalanced propellers will cause vibrations which can also affect the quality of your pictures and may cause damage to some internal parts.

Your best bet is to purchase noise-reducing propellers or noise-reducing propeller shrouds, but remember there is no such thing as a completely silent drone.
Remember the noise is generated from the motors and propellers, so your focus should be on these two parts to reduce noise. As drones become more popular the noise pollution will be more severe, try and focus on the things above.
